EOR Platform vs Full-Service EOR vs Payroll Software: Which Model Fits UK Businesses Hiring in South Africa?

If you are a UK founder or finance lead hiring in South Africa, "what kind of EOR do we need?" is the question that comes before "which EOR?" The models work differently, carry different responsibilities, and suit different setups.

This piece sets out the three real operating models you can choose from, where each fits, and how UK buyers should think about the trade-offs. It uses the £75,000 UK hire versus £40,000 to £50,000 Cape Town hire comparison that runs across our cluster, so you can see how model choice affects the total cost.

The three real models for UK buyers

Legally and operationally, you have three choices:

Full-service local EOR (Legends' model). We employ your team through our SA entity, handle payroll and compliance, and provide named local HR support with operators in Cape Town and Johannesburg. You direct the work; we handle the employment infrastructure.

Platform-led EOR. Providers like Deel, Remote, Papaya, and Playroll employ your team through their own SA entity or a local partner, and deliver the service through a self-service dashboard. You log in, upload candidate details, review contracts, approve payroll adjustments, and pull reports.

Payroll software. A processing tool (SimplePay, Sage Payroll, PaySpace in SA) that calculates earnings, deductions, and payslips, and in most cases submits returns to SARS. It does not become the legal employer, so it only works if you already have an SA entity.

A fourth option, the EOR consultant, sits outside this three-way choice. Consultants advise on which EOR to pick. After selection, the chosen EOR still delivers the employment service. We cover consultants briefly later as the niche selection-stage service they are.

Each model is explained in depth below, with the operational detail that matters when the service is live.

Full-service local EOR (Legends' model)

What it is

Legends EOR becomes the legal employer of your SA team member through our SA entity. You direct the work; we handle the employment infrastructure. The scope includes:

  • Candidate sourcing and shortlisting (recruitment is part of the service)
  • Contract issuance under SA labour law
  • Monthly payroll in rands, delivered on a consistent payday
  • PAYE calculations and monthly SARS submissions
  • UIF, SDL, and COIDA contributions
  • Benefits administration (medical aid, retirement, risk)
  • Onboarding, offboarding, and employment admin across the lifecycle
  • A named local HR contact for the employee
  • Compliance queries from you and from the employee answered by SA-based operators

When it fits

You do not have an SA entity. You want operators who can answer "how should we handle load-shedding leave on this role?" or "what is a reasonable salary for a mid-level Cape Town engineer?" without routing through a ticket queue. You are hiring 1 to 10 SA professionals and want the compliance and HR load off your UK team.

What it costs

Full-service local EOR in SA typically runs around £500 to £700 per employee per month on top of the SA salary. SA statutory employer contributions sit at 2% to 3% of salary (UIF, SDL, COIDA).

Worked example: a senior software engineer at £40,000 Cape Town salary plus ~£1,000 SA statutory on-costs plus ~£500 to £700 per month EOR service fee lands at roughly £47,000 to £49,400 all-in per year. The equivalent UK hire at £75,000 costs about £87,750 all-in once Employer NI (15% above £5,000) and auto-enrolment pension are added. The saving is around £38,000 to £40,000 per year, per hire.

For the full UK-vs-SA cost arithmetic, see our page on how UK businesses save by hiring in South Africa.

The Legends signal

We currently employ 1,846 SA professionals on behalf of 326 international clients across the UK, US, and Australia. The group has 25+ years of combined experience in SA recruitment and employment.

Two live examples:

  • Our ThinkLocum case study describes a six-person SA back-office team supporting a UK medical recruitment business with 24/7 operational coverage and zero turnover in year one.
  • Our Funding Bay case study describes a London finance brokerage that tripled UK turnover in two years with a Cape Town-based business development team.

The common thread: named Legends operators on the ground in SA, running the service as part of the client's team rather than as a vendor at arm's length.

Platform-led EOR

What it is

Providers like Deel, Remote, Papaya, and Playroll employ your team through their own SA entity (where they have one) or through a local partner EOR. Service delivery runs through a self-service dashboard. You log in, upload candidate details, review contracts, approve payroll adjustments, and pull reports.

When it fits

You already have the candidate, so recruitment is not part of the ask. You have internal HR capacity to drive the dashboard and absorb routine admin. Your typical month-to-month request is "update this address" or "apply this bonus" rather than "we are not sure how to handle this SA case."

What it costs

Platform-led EOR fees vary widely. Market pricing for SA employment runs roughly $125 to $700 per employee per month. For reference, Deel's advertised SA pricing starts around $399 per month (approximately £307 at current exchange rates). Playroll requires a security deposit at onboarding.

Entry pricing is sometimes attractive. Check the full picture before signing, including:

  • Deposits and implementation fees
  • Benefits admin add-ons
  • Integration fees for HRIS, payroll, or accounting software
  • The cost of named human support when the dashboard cannot answer the question

Where the model has limits

Platform providers scale by standardisation. SA-specific judgement calls (CCMA process navigation, local benefits market, salary benchmarking for a niche role, employee relations during a performance improvement process) often sit outside what a non-SA-based support team can answer without escalation.

If your SA team is three or more hires with ongoing operational questions, the dashboard cost saving can disappear into coordination overhead on your UK side. The hands-on local EOR cost premium often buys back more time than it costs.

Payroll software

What it is

A processing tool. SA payroll products such as SimplePay, Sage Payroll, and PaySpace calculate earnings, deductions, and payslips, and in most cases submit returns to SARS. The software does not become the legal employer.

When it fits

You already have an SA entity that can employ people directly. Your internal HR, finance, and compliance capacity can carry contracts, benefits, employee relations, and audit-ready records. Payroll software then runs the pay cycle inside that structure.

Why it is not an alternative to an EOR

The common UK buyer mistake is assuming payroll software can substitute for an EOR. It cannot. Software processes pay. An EOR is the legal employer and carries the compliance liability. If you do not have an SA entity, payroll software alone does not make your UK company compliant to employ SA staff.

When it works alongside the entity route

Once you have 10 to 20 SA hires with a 3-year-plus horizon, setting up your own SA entity (£15,000 to £40,000, 4 to 6 months) often beats continuing EOR fees. Payroll software becomes the processing layer inside that entity structure.

A note on EOR consultants

An EOR consultant is a selection-stage adviser. They assess providers for you and recommend a shortlist. After selection, the chosen EOR delivers everything, including payroll, compliance, and support.

Consultants fit when you have no time to run the provider evaluation yourself and the market feels opaque. The trade-off is that adding a selection stage lengthens your time to first hire, and the consultant's accountability ends at the recommendation.

Most UK buyers hiring in SA do not need a consultant. The provider shortlist is small enough that a one-hour call with each of two or three EORs usually surfaces the right choice.

Who signs what, who files what

Each model assigns legal responsibility differently. Below is the responsibility map across the three operating models.

The practical implication for a UK buyer: a full-service or platform-led EOR shifts the compliance liability off your UK company. Payroll software does not.

Cost and timing: the full operating picture

Monthly fee is the headline. The full picture includes setup cost, internal time, and the services your team still carries.

Internal admin burdenLow (role brief, interview, approve payroll adjustments, direct the work)Medium (dashboard operation, data entry, employee support where the platform does not reach)High (full employer liability)

The headline worked example

A UK company hiring one senior software engineer at £75,000 UK versus £40,000 Cape Town:

  • UK hire, £75,000 salary. Employer NI (15% above £5,000) adds ~£10,500. Auto-enrolment pension at 3% adds ~£2,250. All-in cost: ~£87,750 per year
  • Cape Town hire, £40,000 salary, via Legends full-service EOR. SA statutory on-costs (UIF, SDL, COIDA) add ~£1,000. EOR service fee adds ~£6,000 to £8,400 per year. All-in cost: £47,000 to £49,400 per year
  • Saving: ~£38,000 to £40,000 per year, per hire

That saving sits in the 40% to 60% total-cost range we quote across the cluster. The cost of the model you pick affects where in that range you land.

What to verify before you commit

The due diligence below applies across all three models.

Confirm the legal employer

For full-service and platform EORs: which SA entity signs the employment contract? Is it the provider's own SA entity or a local partner? Partner arrangements can change the compliance picture, so this answer belongs in writing before signature.

Confirm who files what

The service agreement should name the party responsible for each statutory filing:

  • PAYE
  • UIF
  • SDL
  • COIDA

Partial scopes can leave a filing with no clear owner. Ask the question directly before signing.

Confirm the employee support model

Named local contact or shared ticket pool? Operating hours? Escalation path for urgent HR issues? The answer determines whether the service feels like a local employer or a distant vendor.

Legends provides named Cape Town and Johannesburg contacts for the employee's payslip queries, leave approvals, and benefits questions. The employee knows who they are speaking to.

Confirm the pricing scope

Base fee, deposits, implementation charges, benefits add-ons, platform integrations, named human support if the dashboard cannot resolve the query. Request a worked quote for your actual hiring plan, not a per-employee list price.

Confirm the exit terms

If you need to change providers in 18 months, what does the migration look like? Who holds the historical payroll records? What is the notice period? Who manages employee communications during the handover?

What this means for UK businesses in 2026

The UK employer cost picture has shifted. Employer NI at 15% above £5,000 plus mandatory auto-enrolment adds roughly 18% to the all-in cost of a UK hire. The SA alternative, structured properly, now typically delivers a 40% to 60% total-cost saving per professional role.

The model you choose determines whether that saving actually arrives in practice:

  • Full-service EOR captures it with low internal overhead. The compliance and HR load stays off your UK team
  • Platform-led EOR captures most of it, at the cost of absorbing more operational detail on your side
  • Payroll software only works once the entity economics add up, which usually means 10+ SA hires with a 3-year-plus horizon

For UK buyers with 1 to 10 SA hires planned and no existing SA entity, full-service EOR is the structurally simplest route to the savings. For deeper comparison with other EOR structures (PEO, staffing agency, contractor arrangements), see our EOR vs PEO comparison guide.

Frequently Asked Questions

Most UK buyers hiring in SA do not. The SA EOR market has a manageable shortlist of credible providers, and a one-hour discovery call with each of two or three usually surfaces the right fit. Consultants help when provider-selection risk is high, your team has no time to evaluate the market, or the shortlist feels opaque. The chosen EOR still delivers the service after selection; the consultant's role ends at the recommendation.
